What it covers

The mechanism before the list: one word — “scheduling” — is hiding three unrelated failures, and only one of them is a software problem. Vendors who do not answer, vendors who do not commit, and vendors who do not arrive have nothing in common except the sentence they arrive in.

Who is actually on the other side of the table: an operations lead who can approve a pilot and cannot sign a contract, a part-owner who signs and has never been in the room, and a maintenance supervisor holding a veto nobody wrote down.

What the day did not produce — no agreed unit count, no vendor list, no current spend, and no definition of a missed appointment, which is the one that makes every success metric unfalsifiable.

And the wedge that survives: reachability, because it is the only one of the three that can be measured on day one without the supervisor’s cooperation.
