Settings header: summary on the row, "last changed" as a footer

Local preview on staging data, company Fairhaven Residential (TEST). "After" shots are the branch's markup applied to the running preview in the browser (no second dev server was started); the unit tests in the PR pin the same structure.

On a phone the count wraps in its own left column; i and ⋯ stay on the right. (The sideways scroll on this page at 390px comes from the table and is there before this change too.)

"Last changed by …" footer (hub Leasing › Tour times, scrolled to the end)

Before: the stamp sat in the header row next to the section tabs (hidden on phones). After: a small, faint, static line under the last card, right-aligned to the content column. The running preview predates the stamp, so the words here are a labelled sample.
