Switching on the faster pre-push safety check

Switch on the faster pre-push safety check (ADR-0069). All code is merged (agent-harness #1908, #1910, #1911, #1912, #1914, #1915, #1916; agentflow-relay #489, #490). It is NOT loaded. ADR-0069 section 6 and decider receipt fd0bcfac7 both reserve the load for a person.

Why: on this machine each pre-push check takes 2 to 5.7 seconds against a 5.5 second limit, so pushes, PR opens and board filings get refused and need retries. Through the helper, one check took 0.3 to 1.3 seconds and 19 of 19 were allowed.

Run this once on the mini (it loads the helper first, then points the hook at it):

Rehearsed on copies against main 7045100b0: the settings file validates, the switch changes exactly 2 lines of the hook and passes a syntax check, the undo restores the file byte for byte, and with no helper running a lane holding a row is refused (fails closed). Proof: scratchpad/lanes/row-fence-answers-in-budget/p2-dryrun/PROOF.md.

Risk: if the helper is down, row-bound pushes are refused ("could not ask") until it restarts or you run the undo. Each code merge that touches the fence restarts it once (a few seconds of refusals).
