Who last changed a page's answers, and when, in the company's time zone

Data note. Every name and balance below comes from propflow-stage, which is anonymized by construction (ADR-0097/0110 — phones in the impossible +1000 NPA, emails @example.test). The identical capture against prod would carry real tenants' names and balances and is not safe to attach anywhere, which is why the generator refuses to run against one.
1 · General › Office: the newest change, top right
Top right of the header row, before the info icon: Last changed by the person and the time, in the company's main time zone with the zone written out, never the reader's browser zone. This frame is taken right after a synthetic office location was saved on the stage test company ("Saved" beside the question). The header still shows the change before it, because it moves when the page next re-reads its status, not instantly. Frame 3 shows it moved. On a phone the line is hidden. Pages whose answers don't all record who changed them (Company, Tour times, Fees, Applying, People) show nothing until part 5.

2 · Cleared again: the test company is left as it was
The synthetic answer is cleared again through the same page. Clearing is a change too.

3 · Reloaded: the answer is empty again, and the line stays
A fresh load: the office location question reads Not answered yet again, so the test company is back as it was, and the header now names the newest change (the clear) with its time.
