Core topics batch 5 part 2 evals

PR #18054 adds five optional topics as structured core policies: Move-in inspection, Entry notice, Move-out inspection, Deposit return timeline, and Cleaning and key return. The same eval rows and synthetic seed ran on origin/main and on this branch, using the subscription runner (claude-sonnet-4-6). Only synthetic eval companies were used.

Result

Topic rows: 6 of 6 fail on main and 6 of 6 pass on the branch, including a building whose own deposit timeline (14 days) wins over the company's (21). The new "nothing set" guard passes on both sides by design: with no answer, Clara makes up no timeline. Totals: main 10/16, branch 16/16.
