At All companies the building picker offers companies
Staff on All companies get no whole-estate read (ADR-0136 §1a, decision fe0a13e33), so the top bar's building picker lists the companies there and buildings only after a company is picked.

Data note. Every name and balance below comes from propflow-stage, which is anonymized by construction (ADR-0097/0110 — phones in the impossible +1000 NPA, emails @example.test). The identical capture against prod would carry real tenants' names and balances and is not safe to attach anywhere, which is why the generator refuses to run against one.
1 · All companies: the picker lists companies, with one note
Signed in as the platform-staff smoke identity, on the All companies address (?org=*). Opening the building picker shows the companies the fleet grants already carry, every row ticked, and the note Pick a company to see its buildings. The footer's all-state reads All companies, because the rows are companies. No building of any company is listed, which is the point: nothing on the platform's building index is read to draw this panel.

2 · Control: one company picked, and the panel lists its buildings
The same smoke identity on its saved pick, the anonymized test company. The panel is the ordinary building list: that company's buildings, with the usual All Properties footer and no fleet note. (This capture reads the saved pick and saves nothing, so the shared smoke login is left as it was.)
Asserted in the captured DOM — All Properties · Deselect all. The ordinary building panel's all-state is back once a company is picked.
