Data note. Every name and balance below comes from propflow-stage, which is anonymized by construction (ADR-0097/0110 — phones in the impossible +1000 NPA, emails @example.test). The identical capture against prod would carry real tenants' names and balances and is not safe to attach anywhere, which is why the generator refuses to run against one.
1 · Review, platform staff on All companies — the queue loads, no pick prompt, no outage line
State (a′), staff half. A platform viewer on All companies sends org=*, which is a named selection, so GET /api/vendor-outreach answers and the review queue renders. Look for what is absent: no "Pick a company to see …" prompt and no "couldn't load" outage line for vendor approvals.
Why the originally requested state (a), a viewer with companies and none picked who sees the prompt naming vendor approvals, is not shown: the page sends useTabScope().query, which is empty only for an empty-grant viewer. A viewer holding any company always sends their company or org=*, so vendor approvals never answers needs_a_selection to them.
