PR 14188 — every building imports, a new company's arrive Off

Buildings on/off S7 part 2: #14188. On the sync step a building can no longer be unchecked; only rows that are not buildings can be left out.

How these were captured

Captured from the branch's own dev server. The AppFolio preview call was answered by a synthetic 6-row directory: 4 buildings, an "Operating Account" with 0 units, and a Commercial row. No stage or production data was used.

Round 1

Critique, round 1

Building rows were locked, but they still showed the hover border and the pointer cursor, so they looked pressable. A "Select all" link sat above four buildings it could not touch. Both were fixed: locked rows get cursor: default and no hover, and Select all is gone (its strip stays reserved, so nothing moves).

Round 2 — after the fix

Light. "Every building comes in switched off. You'll turn on the ones you want next." Four buildings are checked and locked. The Not buildings section still lists the accounting and commercial rows unchecked, each with its own checkbox. The card counts only what will import.

Critique, round 2

The sentence says what happens next, so a customer does not wonder why the checkboxes cannot be unchecked. The non-building filter's verdict and its reasons are unchanged. Nothing moves between states.
