Clara page — cost savings name a company they cannot show

PR #12493 (p11-x-combine-companies c5). Cost savings now answer a two-company pick one company at a time. They refuse only a picked company the viewer holds no building in, and the view names it instead of saying "pick one company".

Captured 2026-09-26 from the branch's own dev server at code 6b595dbfca, data source propflow-stage (anonymized by construction), signed in as the seeded non-staff evidence account (org_admin, JPCO).

FIXTURE. The /api/cost-savings/summary answer was replaced in the browser with the exact refusal the route sends. The rest of the page is the real stage page. It shows how the view looks; the PR's route tests prove the server sends the refusal.
