Inactive inquiry chips: rendered evidence for #11098 (part 2)

This is an isolated render of the real ConversationPropertyTags and PropertyTagChips components, bundled from this branch with fetch stubbed by synthetic panels. The same method was used for pr-11630-evidence. It is not a dev-server capture: the lit state needs a conversations.join_across_homes row, and none is written anywhere without Fede's go.

The decision behind it is "Decisions" item 7 on conversation-buildings-design. When AppFolio flips an inquiry to Inactive, the property tag stays. The chip shows muted, with an "Inactive" badge, and hovering explains why.

• An inquiry marked Inactive next to a live property: the inactive chip is muted and badged, and the live one stays plain.
• Only an Inactive inquiry: the chip is still there, muted and badged. It is never removed.
• Control, with no inactive inquiry: a known property shows plain and a guessed one faded, with no badge. This is unchanged.
• Dark company (every company today): exactly today's single name.
• List column cell: the same muted, badged chip.

Asserted text in the captured DOM: "14 Alder Way" followed by "INACTIVE", "302 Birch Lane", and "Dark company". No page errors.
