PR #10978 — review queue keeps undecided items, and says when a read fails

What /review asks for now, and what it shows when the renewal-corrections read fails.

Captured 2026-09-23 from the PR branch's own dev server against the anonymized stage table (propflow-stage, checked by assertSafeCaptureTarget), signed in as the smoke user. Rendered text was scanned for emails and phone numbers: none.

Loaded — both queues ask for their whole ledger

Requests the page made, read back from the browser:

/api/renewal-change-reviews?since=2026-08-06T00:00:00.000Z
/api/new-lease-package-reviews?since=2026-08-22T00:00:00.000Z

Before this PR neither request carried a since, so each route used its 30-day window. No renewal-corrections banner shows when the read succeeds.

Forced failure — the renewal read 500s

The /api/renewal-change-reviews response was failed in the browser only (Playwright page.route → 500). Nothing server-side changed. Asserted on the rendered text: "Renewal corrections could not be loaded." is present. Before this PR the same failure rendered nothing, so the queue looked empty.

Critique

  1. The new banner is the same arsenal Banner (warning tone, Try again action) as its three sibling queues, in the same stack under the page-level notice. Nothing shifts, and the copy is two plain sentences.
  2. The table under it still says "No items found." while the banner is up. That is the existing sibling behaviour, and the banner is what tells the person the list is incomplete. No layout defect was found, so there is no code change.
