Read this first. Grouped by phase, in the ladder’s own order, so the top of the page is where we actually are. Two tracks, and they are priced separately on purpose: the eleven ladder phases P00–P9 are the data work (83–121 engineer-days, of which 50–73 committed); the three UI lanes — switcher, dashboard, atlas — are fifteen phases beside the ladder, not on it (≈48–53 days), and they run in parallel once S-A’s contract lands. A phase opens only when the last one’s test is green. P00’s execution detail IS here — its 49 rows sit under Phase 00 beside the phase’s own summary row, each one carrying its real PRs, so this page derives their status from live PR state exactly as the operator migration kickoff does; the two cannot disagree, because they read the same source. New operator-migration rows are still authored on the kickoff page — this one mirrors it. Voice rows (ids v0-…, v3-…, v6-…, v9-…) are the shared phone agent riding this ladder; their pictures are on /a/voice-merge-surgery-2026-09-09 §0.1–0.2. The voice slice is built now, on Gera's shapes, with placeholders that a drift test retires when his module lands.

Status on this page is AUTHORED, not derived, and that is a property of the subject rather than a shortcut: a phase is not a pull request, so bin/refresh-tracker has nothing to read on these action items. What makes it checkable instead is that every item names its exit test — a named fitness function, not a judgement call — so you can ask whether that test passes rather than whether someone remembered to update a word. The demo Gera described — switcher, multi-select, a set-aware dashboard — is S-A → S-B → DB-D1 → DB-D2, about 16–19 days against the 14 working days to Fri Oct 2, so it fits only if S-B and DB-D1 overlap. The sweeps do not fit the frame.
Decided without stopping — every call taken so we could keep building

The operating rule: a decision that looks like Gera’s goes to Astra first, then Fable 5.1, and reaches Gera only if both decline — and the loop carries on with any phase that does not depend on it. Nothing below stopped the work. Each was taken from the recorded rulings rather than parking the phase, each is a model decision under delegated authority and NOT a founder ruling, and each names what it forecloses so it can be reversed by reading one paragraph. This section exists so that disagreeing later is cheap. If one of these is wrong, say so and we change it — the cost is a sweep, not a restart.
