Routine maintenance: a failed read is said

p11-page-maintenance-routine, part 2. The capture is from a local dev server on the branch, bound to propflow-stage (anonymized; checked through /api/health first) and signed in as the smoke user, with every /api/maintenance-manuals read forced to answer 500.

Before this change, the same failure showed “No maintenance manuals uploaded yet” and “Overdue 0 · all tasks on schedule”. Both are claims about a list nobody read. Now the title says the read failed and names the next action, and every count reads “—”.
