The staff Modules card offers Setting up with no flag; once a module finishes setting up it never goes back, and a running module's choices are unchanged

Data note. Every name and balance below comes from propflow-stage, which is anonymized by construction (ADR-0097/0110 — phones in the impossible +1000 NPA, emails @example.test). The identical capture against prod would carry real tenants' names and balances and is not safe to attach anywhere, which is why the generator refuses to run against one.
A stage test company, as found at capture time: Leasing is Live, so its picker is exactly as before (Off, Supervised, Live). Renewals, Maintenance and Collections are Off and have not finished setting up, so each picker also offers Setting up. There is no flag any more. The footnote states the rule: once a module leaves Setting up for Supervised or Live it never goes back, and can only be turned Off. After that, the server refuses a Setting up request with a plain sentence (route tests), and the card stops offering it (DOM tests). Clara is unchanged: Setting up stores the module Off on every door.
The pickers are native selects, so their option lists are checked in the DOM tests rather than shown open here. No stage setting was written for this capture.
Asserted in the captured DOM — Modules · Leasing · Maintenance · Setting up · it never goes back · Only PropFlow staff set Off, Setting up, Supervised or Live
