Knowledge requests: sections in the hub's tab row

Gera, 2026-10-23: keep the onboarding hub's tab design (the same component), but put the page's own sections in it. The pages (Policies, Buildings, Vendors, From onboarding) live only in the left side nav.

Top: the onboarding hub's header row (Leasing onboarding: Fees & deposits | People). Bottom: Knowledge requests › Policies with its two sections (Building and amenities | Rules). Both are PillNav + PillNavItems from src/components/ui/PillNav.tsx, with PendingDotSlot for each tab's open-items dot.
