Merge the #22468 design doc, then land the follow-up code PR this week: a deterministic conversationId stamped at the logDelivery seam plus an exact tier 0 in the email capture-drift sweep, carrying the leg-by-leg check that outboundConversationRecord reaches that seam on every leg (SendGrid, Graph, Gmail, company-live-gate) and the test that PAGES when the conversation's email is removed. No Zillow-relay carve-out, no widening tier 4 to session claims. Fold #19836 into the same lane.
