1The real Vercel bill shows the pinned ramp trigger fires Oct 8, not the Oct 5 the criterion demands, because mid-September was as hot as the ramp. Amend the criterion to Oct 8?

In plain terms. Your new spend alarm catches the Vercel overspend on Oct 8, not Oct 5 as the task asked - can I change the goal to Oct 8? The Oct 5 target was based on a wrong idea of Vercel's normal cost; September was already expensive, and the two ways to hit Oct 5 both make the alarm worse.
Why, and what was tried
The session raising this recommends: Amend to Oct 8 — ship the steady 3-day version
Oct 5 came from a wrong idea of what Vercel normally costs. We thought $12/day was its normal level; mid-September actually ran $30-36/day, so the real baseline is $18.78 and the climb is smaller than it felt. Three separate measurements agree on the bill to the cent. Both settings that would reach Oct 5 were tested and are worse: a 7-day baseline hits Oct 5 but then goes BLIND on Oct 8-10 while spend peaks at $43 - that is the original incident again - and a single-day trigger was measured to buzz you 2-4 times for one ramp. Oct 8 is still 3 days before anyone noticed. Work is NOT waiting on this: all three pieces are in review and the code already says Oct 8.
Model receiptFABLE was asked, and escalated. Receipt fb7f4ef56 — NEEDS HUMAN.
Both passes agreed on 'Keep 2.0x and $10 over on their merits; amend the criterion to Oct 8', and it is being escalated anyway: this question turns on money or a commitment to a person (matched '$1'), which is not a model's to settle however confident it sounds.

Paid for on 2026-08-07: the unit-607 renewal rate came back RESOLVED from both passes at high confidence and was wrong — Fable found the standup ruling about the move-in SPECIAL and missed the correction posted 2h21m later saying she had actually asked about the RATE.

In plain terms. Should the cost-alarm GIF go away now that spending alarms will be rare? Every spending alarm posts a second message right after it, a GIF Gera picked. Fede said tonight that the spending channel has too many messages. After the fix now merging, an alarm fires only when the whole account goes over its daily limit, so about once a day at most. Keeping the GIF means one extra message per real alarm; dropping it means alarms are one message each.
The full question, as raised

post_budget_alarm and the floor alarm both call _post_alarm_gif(), a separate slack.post_message carrying only an image block (split out so an unfetchable image cannot fail the alarm text). With #956 the AWS budget alarm judges only the whole-account daily guardrail, so the alarm volume drops to about one page per breached day. Fede's directive 2026-10-12: #spending too noisy, too many messages.

Why, and what was tried
The session raising this recommends: Drop the GIF, alarms are one message
Fede's complaint was message count; the GIF is a whole extra message per alarm and carries no information.
Tried first, unsuccessfully: Read the alarm code: the GIF is its own Slack post by design, so it cannot be folded into the alarm message without reopening the risk that a bad image kills the alarm. The test comment says Gera chose it, so Smith will not drop it on Fede's word alone.

In plain terms. Should Smith also watch Anthropic's daily spend, knowing it would ping #spending about once every five days? Twilio is going in either way - its bills are too small for the existing $100/day alarm to ever notice, so this is the only thing that can catch it. Anthropic is different: switching it on also switches on a second, twitchier check, and on its real history that would have pinged about once every five days, on a vendor spending ten to eighty dollars a day. Not a flood, but noticeable.
The full question, as raised

Should the spend ramp alarm enrol ANTHROPIC? Enrolling a vendor also switches on the shared day-over-median spike check, and measured on Anthropic's real history that means it pages on 26 of 124 days - about one page every 4.8 days, roughly one judged day in five - on a vendor spending roughly $10-80/day. Twilio is being enrolled either way (9 of 143 days, and the $100/day floor can never see it since its worst day is $47.43); this question is only about Anthropic.

Why, and what was tried

CORRECTED 2026-10-13 21:25Z BY THE DRIVER, BEFORE ANY ANSWER - THE FIGURES I FIRST RAISED THIS WITH WERE TOO HIGH, AND THE CORRECTION ARGUES FOR MY OWN RECOMMENDATION, WHICH IS WHY I AM FLAGGING IT RATHER THAN QUIETLY EDITING. I originally wrote 'Anthropic pages on 35 of 124 days, about one every 3.5 days' and 'Twilio 12 of 143'. BOTH COUNTED FIRE DAYS, NOT PAGE DAYS. A ramp fire inside an episode that is ALREADY OPEN gets a continuation mark and NO page (cost_anomaly.py, RAMP_CONTINUES_EMOJI - 'NOTHING ELSE MOVES: no page'). PR #991's reviewer caught it and I reproduced the arithmetic independently from the same pinned day lists: Anthropic: 5 ramp pages + 26 spike days = 31 pages on 26 DISTINCT DAYS of 124 = 21% of judged days, about one every 4.8 days (not 35 / 3.5). Twilio: 3 ramp pages + 7 spike days = 10 pages on 9 DISTINCT DAYS of 143, about one every 16 days (not 12). So the page rate I asked you to judge was about a THIRD too high, in the direction that made the proposal look WORSE than it is. The honest case for enrolling is therefore stronger than the one I first put, not weaker. WHAT IS UNCHANGED BY THE CORRECTION, including the argument against: 14 of Anthropic's 26 spike days are RAMP-SILENT, so most of the added pages still come from a twitchier detector this board row never asked for, firing on small absolute sums - a $10 move is over 50% when the median is $13. And the window I chose cannot reduce it: that check uses a SHARED 7-day baseline, and its cutoffs are shared with the $100/day floor and the AWS path, so tuning them is refused. Twilio's case is still much stronger on its own merits - its worst day in 180 is $47.43, so the $100/day floor can NEVER see it, and the ramp is the only detector that reaches it at all. ROUTE: fable-decide returned NEEDS HUMAN (receipt f471f006e) because its two passes agreed Twilio must go in but split on Anthropic, and the split FLIPPED when the options were reordered - position bias rather than judgement. Twilio is being enrolled either way; PR #991 was narrowed to Twilio only so the agreed half ships without waiting on this answer. ADDED 21:35Z - WHAT STILL WATCHES ANTHROPIC IF YOU SAY NO, measured by the driver from the same pinned series, because the 'leave it off' button did not say. A reviewer found that the source wrongly claims Anthropic has a cycle budget backing it up; it does not - budget_providers() holds only Vercel, GitHub and AWS, so the $100/day floor is the ONLY check that can fire for it. I then checked what that floor actually covers: Anthropic: 14 of 161 days exceed $100/day (8.7%), worst $614.93 - so saying no does NOT leave it unwatched; the floor still catches its biggest days. Twilio: 0 of 180 days exceed $100 (worst $47.43) - the floor can never see Twilio at all, which is why Twilio goes in either way. WHAT SAYING NO DOES COST, and it is the thing this whole task was asked for: the criterion in task.json is to page on a vendor whose daily spend ramps 2x or more over its baseline EVEN UNDER $100/DAY. Anthropic's measured September climb ran $39.57 / $56.61 / $57.96 a day - a real ramp, entirely under the floor, invisible to every check it would still have. So the honest statement of the two buttons is: ON = about one ping every 5 days, and sub-$100 climbs get seen; OFF = no new pings, its 14 worst days still page through the floor, and climbs like September's stay invisible. I am flagging this because my 'leave off' option said only 'no new pings' and did not say what coverage remains - and like the figure correction above, the fuller picture argues for my own recommendation rather than against it.

The session raising this recommends: Turn Anthropic on - expect a ping about every 5 days
Both of Fable's passes agreed Twilio must go in and both rejected holding everything; they split only on Anthropic, and the split flipped when the options were reordered — position bias, not judgement, which is why this reaches you. On the merits: the failure this module was built for is SILENCE ('$995 in one day and nobody was told'), and the only noise level anyone has actually refused on this dock is 4 posts/day, which Anthropic at ~0.28/day is a fourteenth of. The honest counter: 14 of its 26 spike days are ramp-silent, so most of the added pages come from a twitchier detector this row never asked for, firing on small absolute sums (a $10 move is >50% when the median is $13). The window I chose cannot reduce it — that check uses a shared 7-day baseline, and the cutoffs are shared with the floor and the AWS path, so tuning them is refused.
Model receiptFABLE was asked, and escalated. Receipt f471f006e — NEEDS HUMAN.
THE TWO PASSES DISAGREED, AND ONLY THE OPTION ORDER DIFFERED.
as-given → "Enrol TWILIO ONLY and hold Anthropic - Twilio's worst day is 47.43 dollars so the floor can never see it, while Anthropic's spike noise is structural and the window cannot reduce it" (high)
reversed → 'Enrol BOTH as measured - 0.36 pages/day total is far under the 4/day this dock already refused, and the ramp is the only detector that reaches these vendors at all' (medium)
An answer a reordering can flip is not an independent judgement, it is position bias wearing one. Escalating with both readings attached.

In plain terms. Add four passwords to GitHub now so the new watchdog can run, or wait until the last fix is finished? This is only about the passwords - merging it is still a separate decision that comes back to you later.
The full question, as raised

The off-site watchdog for missed spend checks (PR #972) needs four secrets in GitHub Actions before it can run at all: SMITH_TEMPORAL_ADDRESS, SMITH_TEMPORAL_NAMESPACE, SMITH_TEMPORAL_API_KEY, SLACK_BOT_TOKEN. Nothing here can set them. The code is finished and the last known gap is being fixed now. When do the keys go in?

Why, and what was tried
The session raising this recommends: Add the four keys now, while the last fix is built
ADR-0005 inside the PR measures a 47-hour outage class (2026-09-25) and states this detector is the ONLY possible fix for four live schedules - two of them being the spend checks meant to catch exactly that class. Without the keys it would run DARK: the code ships and nothing watches. Decider receipt fbe85620d ruled these are admin-held credentials only you can set, and that they should be prepared CONCURRENTLY with the fix rather than serialising two waits on you. THIS IS NOT A MERGE APPROVAL AND DOES NOT TRIGGER ONE. The diff touches .github/*, which this repo flags DANGEROUS, so merging stays a separate decision that reaches you AFTER the fix validates. Adding the keys early only means the watchdog can actually run whenever that merge happens - and any successor watchdog needs the same four.
Tried first, unsuccessfully: RESOLVED TO 'ASK HIM' — I am EXECUTING a decider ruling, not overriding one. Receipt fbe85620d (RESOLVED via Fable claude-fable-5, held under option-order reversal, high/high) was asked exactly this question and its answer is: 'Needs Gera: ask for the four keys NOW, concurrently with the fix.' Its reasoning: 'It does need Gera: repo secrets and the Temporal/Slack credentials are admin-held, same class as the open KV-token ask already parked on him', and the earlier receipt fe2345fac rules on the same subject in both passes - 'seek Gera's merge approval with the secrets ready' and 'Prepare the secrets concurrently; their approval remains separate.' I am passing free text rather than --fable-receipt only because the tool reads the receipt's STATE field (RESOLVED) and cannot express 'resolved TO needs-human' - the receipt id is above and checkable. HEEDED FROM THAT SAME RECEIPT: 'The live hazard is phrasing: the new block's options must NOT say "then it merges"' - so no option here promises a merge, and the recommendation says in terms that merging stays a separate decision. Also per its guard I re-ran 'blocked check b91786238' first: it reads RESOLVED (withdrawn), nothing still open, so no answer of his is being discarded. This supersedes b91786238, which was withdrawn on receipt f4bea1e3a because every option's 'then it merges' clause was unsatisfiable; the deferral that made it so is now MOOT - ruling fe2345fac sent the granola fix back into #972 and a lane is building it.
