In plain terms. Should a text Clara correctly kept back, because a teammate had already answered the lead, keep showing up as a failed delivery that pages engineering? Today it does, every time, even though Clara did the right thing.
The full question, as raised
When Clara's approved text is held back because a teammate already answered the lead, the hold is marked as a failed delivery and #alerts gets a 'this one is ours' page. That is normal behavior, not a failure, and it will recur on every such hold. How should it be recorded?
Why, and what was tried
The session raising this recommends: Keep it as not delivered, but stop paging: a reaction, no thread Dropping the not-delivered mark hides data we have: supervised-responses.ts:132 renders it as approved_not_delivered and approved-hold-not-sent.ts:60/127 gate on it; the kind is already INFORMATIONAL_IN_ALERTS (bake-alert.ts:791), so the noise is the decider threading on it, which Fede's reaction-not-thread rule already covers Tried first, unsuccessfully: Read origin/main: held-sent-note.ts:321 emits held_text_approved_not_sent to #alerts from postHeldNotSentNote; reportApprovedHoldIfNotSent (approved-hold-not-sent.ts:127) flags deliveryFailed on every non-send incl. the follow-up gate. Trinity's cross-review of #23340 proposed routing it to #agent-smith and dropping the flag; #agent-smith is rollups-only per Gera 10-14, and the right end state for the hold is a product call Fede or Gera owns
