In plain terms. Should Gera place one staged test call himself, or give this session permission to place it? The repair fix is ready to be proven: the AppFolio robot key Gera rotated is working again and the lockout has cleared, so a single short call to our own test building, on test-only lines, is the last step. This session is not allowed to place phone calls at all. Either way the result gets recorded and this job closes; if neither happens the work stays finished but never watched working on a real call.
The full question, as raised

workorder-unit-sync-back: the 'wait for the key, then prove it' ruling is now unblocked — the rotated credential answers 200 (invalid-value control returns 401), the jpco login breaker expired ~21h ago, and 8fd199ae/d25e387e/613d3f10 are all still on origin/main. The one act left is the graded Willows-45 bench call, which this session's auto-mode classifier refuses as an outbound voice action [Real-World Transactions], recorded for both the dispatch and the tooling. Does Gera place it, or does this session get permission?

Why, and what was tried
The session raising this recommends: Gera places the test call and tells this session
Certain to work today, and what broke the FIRST attempt was script fidelity, not tooling: that caller never named a street and reported a hallway (shared-area) fault, so Clara correctly skipped the unit and isFileableSpokenHome — the function #18578 changed — was never reached. A person reading the script faithfully fixes exactly that. Against: the decider's two passes both preferred granting permission, and agent-run benches on appfolio-45 are the established nightly pattern — but I found no in-repo runner that places a scripted call (it goes out through the voice platform), so permission alone may not suffice and would need the dialling tool identified first. SCRIPT: dial the one-building Willows line (test property appfolio-45, registered tester lines only); the caller STATES THE STREET, reports an IN-HOME fault, and REFUSES to give the unit; expect a work order filed against the property with no unit (AppFolio shows 'No Unit Selected'); then cancel it as 3112-1 was. Say it is done and this session records production evidence on all four board rows and closes.
Tried first, unsuccessfully: Not re-run: this exact fork was already escalated by the ladder. The decider on b91782991 ruled NEEDS YOU with both passes preferring 'grant this session permission', escalated because it turns on money or a commitment to a person. f9e9cecf4 ruled the call runs post-deploy then close; f60bdcf2e ruled it in-plan; f5906f7cd (today's lane audit) returned NEEDS HUMAN because the two passes flipped on option order alone. Preconditions verified by measurement, not inference: credential 200 with a discriminating 401 control, three fix commits still ancestors of origin/main, and no new sign-in-failure row since the breaker's natural expiry.
