In plain terms. A test line that's built to never match a real tenant keeps paging engineering as if it were a real bug — should we quiet just that one number, or leave it as-is?
The full question, as raised
The 'Unknown Caller' voice-eval robocaller (+17205864069, config/phone-registry.json, kind: tester, note: INTENTIONALLY UNRESOLVED — reset between runs) hits The Willows bench, trips identity_mismatch on the post-call work-order lane every time by design, and that now pages #alerts at every property since PR #13548 (2026-09-29) removed the bench allowlist. 3 near-identical pages fired in #alerts between 02:04 and 04:55 CT today alone, all traceable to this same caller/scenario, all zero-signal (no tenant could ever match this number). Loosening it safely means keying off the caller's phone-registry 'tester/unknown' classification, not Property.isTest — a property-level branch would reintroduce exactly the per-property special-casing #13548 just removed, and R108's crucible grep-gate explicitly forbids test-aware branches (isTest/appfolio-45/harness/bench) inside src/lib/domain/escalation/ so the bench keeps exercising real production code.
Why, and what was tried
The session raising this recommends: Quiet pages from that one known test number That number is built to never match a real tenant, so every page from it is noise, and checking it doesn't reopen the per-property allowlist you just closed Tried first, unsuccessfully: Investigated the alert end to end (conversation + matter rows, phone registry, property record, 3 recent duplicate pages in #alerts, the open-matter.ts routing code and its own tests). Drafted a property.isTest-based label fix, then found PR #13548 (merged 2 days ago) explicitly removed per-property allowlisting for this exact routing ('no allowlist... at every property') and R108's static crucible gate bans test-aware branches in this domain outright — so I stopped short of shipping that version and want a human call on the caller-keyed alternative before building it.
