In plain terms. Should the review robots borrow team accounts while their own weekly allowance is used up? Otherwise they wait until it refills.
The full question, as raised

The GitHub review bots have their own 3-account pool, and all 3 accounts are at their weekly limit, so every review dies. Trinity keeps refilling the bots with 25 accounts from the shared fleet pool, and the mini's job puts the 3 capped ones back every 2 hours. Which should the bots run on until more reviewer accounts exist?

Why, and what was tried
The session raising this recommends: Bots borrow team accounts only while their own are all capped
Every review in every repo is dead right now and the two writers are fighting every 2 hours; borrowing only when all reviewer accounts are capped keeps Gera's 2026-10-08 separation the rest of the time.
Tried first, unsuccessfully: Traced the overwrite: GitHub audit log shows gera-propflow, gh 2.92.0, writing at 23:16Z and 01:19Z; the mini's reviewer-token-rotate log matches to the second, publishing claude-pool-reviewer whose 3 accounts all read 7d=1.0 (429). Did not stop the job or change the pool because that reverses Gera's no-sharing rule.
