1Change the merge-queue arm rule so a PR may be armed before its checks are green (checks start at arm, #20840)?
In plain terms. Fede wants tests to start only when a PR is marked ready to merge, to save CI money. Today's rule says only mark ready once tests already passed, so the two clash. Should we change the rule, and count those waiting PRs toward the 30 limit?
Why, and what was tried
The session raising this recommends: Yes, and the cap counts armed-not-queued PRs too Today's cap reads only PRs already in the queue; under #20840 every arm is pending, so armed PRs would be invisible to it and the cap stops protecting CI spend. Counting queue entries plus open PRs with auto-merge set closes that. Tried first, unsuccessfully: Read #20840 body and guard-bash rule 29: the rule exists because the queue count cannot see armed-pending PRs; #20840 makes every arm pending.
