Both PRs are approved, bot-green, mergeable, and have sat untouched since 2026-10-04 (3 separate main-catch-ups by Smith) because they touch protected workflow files that neither Smith's nor Trinity's seat can arm. The whole CI-rethink lane (kill the verdict-rerun trigger + delete the dead placeholder jobs) is blocked behind this one read.
Tried first, unsuccessfully: Posted the ready status in the shared CI-cd bridge thread three separate times over about a day (after the first approval, after each of three main-catch-up rebases), asked explicitly for the named-exception merge or for the CI lane to be pointed at it, and kept both PRs green/rebased so there was nothing left to do but the read. Confirmed via gh that both PRs edit protected files, so this seat is structurally unable to arm them itself.
