In plain terms. Gera — the false-alarm fix works for the common case but cannot fix three rarer ones, and I got my earlier framing wrong, so here is the honest choice. The new second-opinion checker only safely judges one kind of false alarm: the kind where Clara correctly reports what a tool told her. Three others in our own test set are urgent-issue reports — gas, fire, flood — where the checker cannot judge safely, so it leaves them alone and they keep paging. I previously told you those three were never part of the promise; that was wrong, our own frozen test set says they were. So: ship the working part now and keep this job open until the three are handled, ship it and call the job done as-is, or hold everything until all four are fixed together. Nothing becomes less safe either way — the ones left alone stay loud.
The full question, as raised
The conversation_grade_red verifier is scoped to unbacked_completion_claim on safety grounds (a claim-shaped check cannot judge an omission red; decider fbf50f49b, the cloud reviewer concurred independently). CORRECTION to the withdrawn block b92696449: its premise that every motivating shape in the design doc is unbacked_completion_claim is FALSE — the merged fixture freezes pr-6403, pr-6638 and pr-17272 as direction must-not-page with reason unhandled_escalation and expectedAlertEligible true, and doc item 3 requires each frozen regression to stop paging. Those three were promised. The verifier (#21822) is green and held; it delivers doc item 1 for one class and cannot deliver item 3 for those three.
Why, and what was tried
The session raising this recommends: Ship it now, keep this job open for the three It delivers real relief on the commonest false page today while conceding nothing: the three keep paging, which is the SAFE direction, and the promise is kept open rather than quietly reduced. An omission-shaped verifier is a separate design needing its own doc and calibration, which is the decider's own recommendation to hold TASK COMPLETION rather than to refuse the merge. Model receiptFABLE was asked, and escalated. Receipt fdb9299d9 — NEEDS HUMAN. Easing an acceptance criterion the human wrote is a promise change the gate's own written invariant reserves to the human door (drive --replace), and the prior decider run already ruled the criterion owner must settle it. Suggested framing for the replace: merge the verifier now; close on in-scope rows plus both true reds; re-scope the three unhandled_escalation rows into a named follow-up task (omission-shaped verifier). Before approving, check #17272 — the doc describes it as claim-shaped ('note is backing'); if the harness mislabeled it, fixture PR #21844 may clear it and the shrink is two…

b92696449 Gera — should we ship the false-alarm fix now and accept that three rarer false alarms keep paging, or hold it until those three are fixed too? Shipping now stops the most common false page, where Clara correctly reports what a tool told her and the grader calls her wrong. Three other misreads would keep paging, and that is deliberate: they are the gas, fire and flood kind of report, and the new second-opinion checker cannot judge that kind safely, so leaving those loud is the safe direction. Holding means the team gets no relief from any of it until a second, differently-built checker is designed and calibrated as its own job. — withdrawn
