In plain terms. Code reviews are close to running out: 7 of the 10 reviewer accounts are capped for the week and the best remaining one has 13% left. Should we lend the fleet account propflow.staging (68% of its week left, the only one with real room) to the reviewers as a backup seat?
The full question, as raised

claude-pool-reviewer: 3/10 accounts answering (propflow.agent 13%, propflow.lab 13%, propflow.test evals 8% weekly headroom), 7 capped at 7d=1.0 (or 5h for josegerag). Fleet pool account propflow.staging@gmail.com reads 7d=0.32 (68% headroom) and is not in the reviewer pool. Add it to the claude-pool-reviewer AWS secret with tier=secondary (rotate-reviewer-tokens.sh picks it up next 15-min cycle; secondary ranks after any answering primary)? Writing that secret is a credentials change in AWS and is not a harness-prod-write operation, so it needs a person.

Why, and what was tried
The session raising this recommends: Add propflow.staging as a reviewer backup
It is the only account with real room; without it reviews die with no verdict once the last three run out, as on 2026-10-28.
Tried first, unsuccessfully: Read the rotator's 03:17 cycle log and status.json: 3 answering at 13/13/8%, 7 capped; fleet rank shows propflow.staging at 32% used and every other fleet account at 83-98%. No existing tool adds a pool account, and harness-prod-write has no Secrets Manager operation, so I cannot make the write myself.
