In plain terms. Two finished write-ups are being held only by a label whose reason has already passed — should I lift the holds and let them merge, or leave them held?
The full question, as raised

PRs #20582 and #19836 each carry a hold-for-review label applied by the docs-only fence (single labeled event each, actor fede-propflow = the AUTOMERGE_TOKEN PAT, no later human re-label). Both PRs' fenced claim is withdrawn (title no longer carries a docs: prefix / no docs-only label), both are MERGEABLE, all required checks pass on the current head, and the claude-bot review is a clean verdict on the current head. The fence's own sticky comment on each PR says the hold is releasable and reserves lifting it to a founder, because in this repo dropping hold-for-review on a green PR is the production merge.

Why, and what was tried
The session raising this recommends: Lift both holds and let them merge
Both are docs/comment-only changes, every required check is green, the bot review is clean on the current head, and the fence's own release condition is met on both.
Tried first, unsuccessfully: Checked: PR mergeable state, full check list, bot review verdict + head SHA match, and the hold-for-review label's GitHub timeline (one labeled event per PR, no second human re-hold). Did not lift the labels myself: the fence text explicitly reserves that action to a founder because it is equivalent to merging, and Smith runs here as an unattended alert decider, not a grant-holder for someone else's PR.
