1A resident's door-repair confirmation text (POMO-6061) was cancelled by the bug we fixed and never sent. How should they be told, given there is no re-trigger path in the code?

In plain terms. A resident at Pomona Park reported a door problem about three hours ago. Clara made the work order and wrote them a text saying so, but a question typed in the Slack thread cancelled that text, so the resident has heard nothing. How should we tell them? Someone texting them by hand is quickest but leaves Clara still thinking they were never told; letting Clara send it properly needs a change to live data first; or we leave it and the repair just goes ahead unannounced.
Why, and what was tried
The session raising this recommends: Someone texts the resident by hand, outside Clara
It needs no prod data mutation and tells the resident today. Cost: the system's own 'tenant was told' field stays unset, so Clara still believes they were never notified.

THE TWO PASSES DISAGREED, AND ONLY THE OPTION ORDER DIFFERED.
as-given → 'Send a fresh message that reflects what is known now, not the stale draft' (high)
reversed → 'A human re-triggers the original held message to the resident' (high)
An answer a reordering can flip is not an independent judgement, it is position bias wearing one. Escalating with both readings attached.

as-given reasoning: Read held-text.ts: every resolution path gates on state==='pending' (lines 488, 666, 750, 801) and a grep found no reopen/re-trigger path — a rejected hold is terminal. So option 1 as worded does n…
