In plain terms. Should Smith stop answering un-tagged messages in channels it does not own (#jpco, #western-slope, #spending, #willows-test, #emergency and a few more) so the two bots stop double-answering? Right now Smith answers anywhere it is in; Trinity relayed Fede's new channel-ownership table and asked Smith to switch to strict channel ownership, which would silence Smith in those channels unless they are added to its list (@-mentions still get through either way).
The full question, as raised

Bot-noise fix #937 item 10 (Fede 2026-10-12, relayed by Trinity on the bridge): Smith's seat should list only its channels (table: Smith owns #updates-gera, #agent-smith, #alerts; Trinity owns #updates-fede, #agent-trinity, #homepage; #engineering-bridge shared) and flip AGENT_CHANNEL_GATE from warn to enforce. The doc names this setting as Gera's call, and the plist + tests/test_launchagent_deploy.py:569 pin warn on Fede's 2026-09-13 ruling 'don't break how Gera uses Smith'. Receipt from ~/.claude/smith-state/conversations (replies after an UN-tagged message, i.e. what enforce would kill): #jpco 221 of 273 replies, #western-slope 61/72 (today), #spending 36/46 (today), #willows-test 25/25, #homepage 10/10, #emergency 3/5, #general 12/17. #hello-email and #yale-station are mention-only (unaffected). #updates-sean does not resolve for Smith's bot either, and before PR 953 lands one unresolved name degrades enforce to warn process-wide, so the change lands after 950-954 merge, then scripts/install-launchagent.sh re-renders the socket plist (the sync script does not restart the socket).

Why, and what was tried
The session raising this recommends: Smith keeps answering in the customer channels, leaves Fede's channels
It delivers the noise fix (no Smith in #updates-fede, #agent-trinity, #homepage) without silencing Smith where you actually use it un-tagged: #jpco, #western-slope, #spending, #willows-test, #emergency, #general, #deployments. Option 3 keeps the double answers.
Tried first, unsuccessfully: Read the bot-noise doc, both socket plists, the gate code (_degrade_gate_on_unresolved) and 31 days of Smith's own reply ledger to size what strict-table-only would cut: ~370 un-tagged replies across customer channels. That is a real loss and the doc says the setting is Gera's call, so I did not flip it on a sibling's relay.
