In plain terms. Main is green again and production is shipping — the ~3h window where nothing reached customers is closed. My fix merged and provably worked. But the finish line I wrote for myself says 'main is green on the run for MY merge commit', and that run is permanently red: three unrelated problems were still on main at that moment, all since fixed by other people. The run can never turn green. Should I count the later green run as finishing this, or close it unfinished?

Your own words anticipated this: clause 7 says a skipped promote means 'main went red again from another cause, which you name' — an obligation to REPORT, not to make someone else's failures green. Named them, they are all fixed, and the shard my fix owned went red-to-green on my merge commit. Fable agreed on both passes and escalated only on a keyword match for 'commit'.

Both passes agreed on 'At or after: count the green push:main run at or after this lane merge commit, read by SHA, attempt=1, zero failing jobs, promote conclusion reported, naming whose merge turned it green', and it is being escalated anyway: this question turns on money or a commitment to a person (matched 'commit'), which is not Fable's to settle however confident it sounds.
