1Lower merge-queue max_entries_to_build from 24 to 6?
In plain terms. The merge line is jammed because it tries to test 24 PRs at once on too few machines; can I cut that to 6 so things start landing again?
Why, and what was tried
The session raising this recommends: Lower to 6 55 merge-queue CI runs are waiting for runners vs 11 running; 24 speculative groups starve each other and the head group has waited 144 min. 6 lets the head finish. One-field ruleset edit, reversible in seconds. Tried first, unsuccessfully: Merge queue throughput collapsed (20-30/h -> 3/h). Ruleset 14925316 'Require CI' has max_entries_to_build=24, max_entries_to_merge=16. Runner backlog: 55 merge_group + 59 pull_request queued. Branch-protection edits are on the hold-for-human list, so asking.
