The reviewer approved it, and the three cases we deliberately expect the design to fail do fail, which is what proves the thing can find a real problem. It is waiting on you rather than merging itself because the change edits a build-pipeline file, and our rules say a person — not a background session like me — presses merge on those.

All 84 scenarios run green in CI at the exact commit, the reviewer approved it after the last push, and nothing customers use can import any of it.
Tried first, unsuccessfully: Not run, deliberately: this is not a choice between designs that Fable could settle. The repo floor reserves merging a build-pipeline diff to an attended human, so no Fable verdict could grant the act. (fable-decide also returned verdict ERROR for the previous operator on this same task.)
