In plain terms. A caller at Camellia gave no name and no reason, asked for 'Claire', and the transfer rang out. Fede's Oct 2 rule says a call like that gets no note to the team, but the alert still pages us saying nobody was told. Should the alert follow the same rule as the team note?
The full question, as raised

conversation_grade_red transfer_callback_owed pages on every FAILED_TRANSFER_OUTCOMES voice call unless a delivered handoff TeamNotice exists (gradeAndAlertConversation, conversation-grade.ts ~1086). The missed-call note is deliberately withheld when checkWhoAndWhat finds neither identity nor topic (missed-call-note-gate.ts:216-235, Fede 2026-10-02). So every anonymous no-topic missed transfer pages #alerts by construction (ALR-466972da, conv_voice_f2a9ac79, Camellia, 2026-11-02 21:41Z, 0 TEAMNOTICE rows in propflow-prod). Make the page share the note's predicate (one rule), or keep paging these?

Why, and what was tried
The session raising this recommends: Match the note rule: no name and no reason, no page
One rule for whether a missed call is actionable; today the two disagree, so this alert fires on exactly the calls Fede ruled are spam-shaped.
Tried first, unsuccessfully: Pulled the call from prod (16s, caller unnamed, asked for 'Claire', transfer no_pickup), confirmed zero team-notice rows for it, traced the page to the gate's delivered-notice check and the note's who/what refusal. Did not open a patch PR: this alert class has come back after 5 fix rounds, and the design doc on main covers only the stale-history case, not this one.
