In plain terms. The alarm that warns us Clara has stopped replying has been firing wrongly at Western Slope: it counts a renter text that lands in the office's own AppFolio inbox, which the office answers, not Clara. A fix is written and reviewed. Merging it means the alarm stops counting those hand-offs and fires only when someone is genuinely waiting on Clara; leaving it means the false alarm keeps firing and could bury a real outage. Should it go live?
The full question, as raised

PR 21459 makes the inbound reply clock honour a recorded handoff/escalated turn outcome from any outcome writer, instead of each writer's own why spelling. It is 🟢 approved at its exact head with the prior changes-requested dismissed, review and unit tests green. Your alert-remediation rule says a tolerance-widening alarm change on a source with a fix merged inside 14 days is HIGH and never merges without your tick. May the driver arm it?

Why, and what was tried
The session raising this recommends: Yes, merge it now
The review is clean at this exact version, the fix cannot quietly widen later because a new check fails the build if anything else starts recording the same hand-off, the cases where Clara really does owe a reply still raise the alarm, and nothing a resident, owner or vendor sees changes at all. Undoing it restores the old alarm.
Tried first, unsuccessfully: Receipt f75896a82, answered by Fable (claude-fable-5). I asked whether I could merge it myself and it ruled NO, naming your own rule rather than the PR text: agent-smith 1272, commit a37296d9, authored by you and merged 02:44Z today, after an audit found 43 of 69 alert-fix PRs were bandages and 28 recurred. It says a tolerance-widening alarm change on a source with a fix merged inside 14 days is HIGH, and HIGH never merges without your tick. It also flagged that the sibling fix 21466 was armed automatically and merged at 16:14Z today with no tick, which broke that same day-old rule. I report that as an anomaly to look at, not a precedent to follow.
