In plain terms. Should we close the 23 half-finished changes that sat over a week and cap open ones at 50? We have 95 open now.
The full question, as raised
Fede called 95 open propflowai PRs unacceptable WIP. How do we cut it? (2026-10-26: 23 open 7+ days — 11 drafts, 12 conflicting; 31 carry hold-for-review; 22 conflicting overall; 49 opened in last 3 days.) Recommended: close the 23 stale ones, rebuild any still-wanted fix fresh off main, and make builders refuse to open a new PR while 50+ are open (same shape as the merge-queue cap of 30).
Why, and what was tried
The session raising this recommends: Close week-old changes and cap open changes at 50 Week-old drafts and conflicted PRs rarely merge as-is, and without a cap the pile refills in days Tried first, unsuccessfully: Counted every open PR by age, draft, held, conflicting and author via gh pr list; Smith policy forbids closing PRs Smith did not open, so the close needs a human go
