1PR #54 adds the awaiting-human state, so an agent that is finished but still waiting on YOU stays supervised instead of going silent. It is mergeable-clean, but this repo's main carries no CI workflows at all — they live in the unmerged PR #45 — so #54 will never get checks. Merge it now on local-suite evidence, or hold it until #45 lands?

The change is provably additive: no existing behaviour moves, 956 tests pass across both packages, and the falsification was re-run independently rather than taken on trust. Two things only Gera can settle: (1) risk appetite — whether a zero-CI merge on the fleet's supervisor daemon counts as the 'genuinely RISKY' exception in his own drive-to-merge rule, and whether the repo's first-ever merge precedent may be checks-absent; (2) authority — operator SKILL.md §3 categorically reserves merging to a human, so a fable-decide RESOLVED verdict here would authorize the one act the doctrine forbids the asker to take alone.
