In plain terms. The nightly test suite has been hammering our AI provider hard enough to get rate-limited, which is how real tenant texts were getting deleted last week. The deletion bug is already fixed and live. This last change makes the tests wait a few seconds for the message queue to go quiet before the next batch starts, so they stop tripping the limit. It's a small, safe change and everything passes — but it edits a build-pipeline file, so our rules say a person has to be the one to click merge. If you merge it today, tonight's 08:00 run gets the fix. If not, tonight runs without it — nothing breaks, we'd just likely see the same rate-limit noise again.

The cost of waiting is small — the customer-message-deletion bug is already fixed and live via #5820 — but merging tonight is the only way this run gets the mitigation. It agreed the diff is safe but said safety is not the question, authority is: CLAUDE.md's hard-floor carve-out says verbatim 'Unattended sessions (cron, Agent Smith, CI) still never merge them', this task's startedFrom is 'smith', and no human has spoken in the session — so a Smith-authored kickoff cannot mint merge authority Smith does not itself hold. It could not settle whether YOU want it merged tonight; that is the part only you can answer.
