Doing so closes the Leasing door for them, so if they call with a shopping question ('can I switch to a 2-bed?') they land on resident services and get bounced. Anyone who already has a lease drafted is ALREADY handled today and is not in question.
In plain terms. Someone gets approved to rent a unit, but the lease paperwork hasn't been drawn up yet. If they call, should Clara treat them as a future resident or as someone still shopping? Treat them as a future resident and their move-in questions (keys, move-in day) reach the right person — but if they ring up asking to switch to a 2-bed, they land on the resident team and get bounced back. Treat them as still shopping and it's the other way round. Anyone who already has a lease drawn up is unaffected either way — they're already handled correctly today.
Fable recommends: Require a drafted/signed lease. Shopping questions keep working for everyone; an approved caller with no lease yet stays on the old (broken) path if they ask about move-in. The person in the incident we are fixing called the day before move-in and would certainly have had a lease drafted — that case is already covered today. The only people the 'approved' setting adds are those approved with no lease drafted at all, who plausibly ARE still shopping. I am not confident: nobody has measured how many callers sit in that gap or what they call about, and your original ask did say approved applicants should stop being treated as prospects.
