In plain terms. Should we close the open bug about the merge queue kicking out innocent PRs? It was filed this morning after two PRs looked like they were thrown out because a PR ahead of them broke a test. The CI-cost lane checked 31 hours of the queue's own history: every PR GitHub threw out for failing checks was the real cause and pushed its own fix, and the two named in the bug were never thrown out in that incident. GitHub already rebuilds the line without a failing PR before removing it. What do you want to do with the bug?
The full question, as raised

Close issue 16581 (cascade-victim rule for the queue re-entry guard, Fede 2026-10-05)? GitHub timelines, verified by Smith 2026-10-05 ~23:20Z: #16215 added 04:28Z, no removal until 'merged' 05:49Z (its one failed_checks removal was 02:27Z, a separate earlier event); #16523 added 04:32Z → merged 05:49Z, never removed; #16521 removed failed_checks 05:23Z but it entered the queue at 04:14Z, AHEAD of the alleged culprit #16532 (04:19Z), so #16532 cannot have been on its train; #16532 itself was removed 'manual' at 05:34Z, never failed_checks. 002's 31h count: 58 failed_checks removals, 6 after an echo train, all 6 real culprits that pushed their own fix. Wrong ejections in that window were infra (spot 10, guard flake 3, runner crash 1) — that is #16802/#16854's territory, not a victim rule. Report: 002's cascade-bystander-design-2026-10-05.

Why, and what was tried
The session raising this recommends: Close it: the queue already protects innocent PRs
GitHub's own history shows the two named PRs were not thrown out in that incident, and every real ejection in 31 hours was the actual culprit.
Tried first, unsuccessfully: Smith pulled the merge-queue timelines of all four PRs named in the bug from GitHub and they contradict the bug's story; the only wrong ejections in the window are machine kills, which a separate fix already covers.
