In plain terms. How should this task finish, now that the repair-call problem turned out to be already fixed on Oct 1? Either finish once the corrected tests are merged (non-residents calling the main line keep being refused with an alert), or also change it so those non-residents are passed to the team.
The full question, as raised
The company-line repair bug this task was opened for was already fixed on Oct 1 (PR #14869): a resident with one home in the line's company already gets the work order at that home, and a resident with two homes is already forwarded to the team. Harness case 7 was red only because its setup omitted the line's organizationId. The criterion's 'both red on origin/main' clause can't honestly be met. Option 1 amends the criterion to 'corrected tests merged, green'. Option 2 additionally changes the zero-tenancy path (caller with no tenancy in the line's company → which-home team forward instead of IdentityMismatchError + #alerts), reversing #14869's explicit 'none refuses as today'.
Why, and what was tried
The session raising this recommends: Finish once the corrected tests merge; non-residents stay as today Smallest honest change: the resident paths already work, and the non-resident behaviour was chosen on purpose in the Oct 1 fix; changing it is a separate product call that can be its own task. Tried first, unsuccessfully: receipt fd2d54b67 (Fable, held under reversal, high): ruled to ship the corrected tests now and ask you to amend the finish line; it ruled that whether non-residents get forwarded is your call (ledger b91466355/b91464977), not the model's.
