In plain terms. When we cannot tell whether someone contacting us is a vendor or a real renter, should we start texting them anyway, or hold off until we know?
The full question, as raised

Five code paths treat a failed or empty membership lookup as proof the person is NOT a vendor, so an unclear read is admitted as a lead. Keep admitting, hold, or make unclear its own outcome? Today admitting can market to a vendor and page a technician in the quiet hours he set; holding can delay a real lead when the database hiccups. Over 21 days of real traffic the lookup failed zero times, with 23 blocked lines as the positive control that the sweep ran; whether the blank-id path is reachable in production is NOT established. A pinned test states a role-lookup error must never drop a genuine lead, so changing direction overturns it on purpose.

Why, and what was tried
The session raising this recommends: Hold off and ask someone on the team to look
The only option that does not knowingly accept a harm; the two one-way choices each pick which person gets hurt.
Model receiptFABLE was asked, and escalated. Receipt f0fda73ce — NEEDS HUMAN.
ANSWERED BY ASTRA, NOT FABLE — Fable did not answer because it could not be reached.

A founder must settle whether genuine leads may have follow-ups delayed during identity uncertainty, replacing the documented immediate-start guarantee, and what delay or unresolved-case handling is acceptable. agentflow ADR-0027 reserves customer promises and irreversible consequences for humans. The decider can correct the five-site scope and require reliable UNKNOWN handling; it cannot declare a log or alert equivalent to preserving timely outreach.

In plain terms. Two read-only checks need someone to run them: one proves whether emailed gas reports were being thrown away, the other checks whether our nightly test left traces on a real customer's contractor record. Will you run them, or name who should?
The full question, as raised

Two read-only checks need a person to run them, and both are the last step before work that already merged can prove it worked. (1) THE PARKED-MAIL REPLAY, 30-day window. The reader merged tonight (#19932): it walks a month of binned inbound mail and scores each one with the production emergency-word classifier, so we can finally say how often an emailed gas report was silently thrown away. Every production read is refused in the unattended lane that built it, so the run needs an attended seat. Until it runs, the gate on the held gas-report fix (#19816) cannot be met: its own authorising rulings require a replay covering parked mail before merge. (2) THE BLAST-RADIUS CENSUS on the nightly eval's old sender. The forward hole is closed (#19938 merged: the nightly now refuses to send as that number), so this is purely historical: the bench handyman line is also a contact phone on an ACTIVE vendor record at a real customer, and the nightly injected as it run after run for as long as that was true. Did anything land on, or get attributed to, that real customer's vendor record, and is any of it still there? That row's own DONE MEANS asks for these counts; a lane was named for them and never delivered them, and I searched 9,870 task directories with a positive control to confirm they exist nowhere. BOTH ARE READ-ONLY. Cleanup, if the census finds residue, is a separate act with its own approval under the prod-data rule. THIS SUPERSEDES b92036747, whose own next step was 'someone checks a month of binned mail first': its ruling was build the reader, measure, then ship, the build is now done, so this block carries its measure step.

Why, and what was tried
The session raising this recommends: Assign them to a named attended seat
Both are read-only, both are the last step before already-merged work can be shown to work, and precedent fb4f32561 says to route verification reads to a credentialed seat and assign the read promptly rather than returning it to an indefinite founder-hold list. Naming a seat is the lighter ask than running them yourself and matches that precedent; either option works. The channels that would avoid asking you at all are closed: msg to the founder-page holder was refused as a human pane and not routed around, and the handoff file sat undelivered long enough for two of its own facts to go stale — which is why leaving these recorded-but-unreachable would be the sixth instance on this dock tonight of a requirement recorded once and owned by nobody.
Tried first, unsuccessfully: THE SUBSTANCE IS NOT A DECISION, SO THERE IS NOTHING FOR FABLE TO SETTLE — it is an act requiring credentials no agent in this fleet has. Both asks are production reads, and the unattended lane that BUILT the reader was refused them by its own permission layer (Reason: [Production Reads]); it reported the refusal and did not route around it or hand it to a third seat, which is the correct outcome and the reason this is in front of you rather than done. What Fable WAS asked, and settled, is the ROUTING: receipt fd2643466 (Fable, high/high, held under option reversal) ruled 'raise one block carrying both attended runs', ruled that the earlier routing ruling f7adab1e8 does not bind because that one governed founder DECISIONS while these are MEASUREMENTS that postdate it, named the binding precedent fb4f32561 ('route verification reads to a credentialed seat and assign the read promptly; do not return this to an indefinite founder-hold list'), and attached the execution constraint that this supersede b92036747 so the gas-report proof has one source of truth. The substantive question underneath was already ruled twice and is not reopened here: f47dc9bf9 and f7600cc02 both require a replay covering parked mail before the gas-report fix may merge, and b92036747 ruled the ordering as build the reader, measure, then ship. The build is done. This is the measure step, and no model can perform it.

In plain terms. Gera: a one-sentence comment fix is stuck behind a brake only you can take off. It changes no behaviour at all, so letting it out just corrects a note that is now wrong, and closing it throws the correction away and leaves the note wrong. Let it go out, or close it?
The full question, as raised

PR 19836 carries the hold-for-review label. The fence applied it because the title began 'docs(', and the retitle to 'chore(' withdrew that claim — but the release notice never self-releases on that path, so the hold strands the fix indefinitely unless a person acts. The diff is 28 added lines in one file, ALL inside a single docblock: re-measured 2026-10-15 from the patch at head 24be3309190, which is still the current head, and ZERO added lines are executable. Dropping the label is a founder act by the fence's own contract ('Released by: a founder, in one click'), and the decider ruling explicitly does not authorise an agent to do it. Two separate verdicts: 'the condition is met' and 'merge it' — on red checks it merges nothing.

Why, and what was tried
The session raising this recommends: Take the brake off
Comment-only (28 added lines, zero executable, re-measured at the current head), the claim that triggered the brake is gone by the author's own retitle, and nothing self-releases it. RE-RAISED AFTER I BROKE ITS PREDECESSOR: b92072513 carried this as one of two questions; I withdrew the OTHER question (hold-17850, moot after that PR closed unmerged at 12:28:31Z) using --qid, and discovered that questions carry NO per-question state — all state is block-level, so the withdrawal resolved the WHOLE block and left this live founder act sitting on a resolved surface. That is the 'recorded once, owned by nobody' failure, self-inflicted. This raise is the repair, not a duplicate ask.
Tried first, unsuccessfully: Fable RULED on this exact question at high/high with the reversal held, as question hold-19836 of block b92072513 (now resolved): 'Take the brake off.' Its reasoning, verified locally rather than taken from a brief: commit 24be3309190 is +28 lines in one file, all inside a single docblock in email-sweep.ts — comment-only, no executable change; the fence's own comment names the docs( title prefix as its sole claim, the retitle to chore( withdrew it, and the release notice never self-releases on that path, so the hold strands the fix forever unless a person acts. It killed 'Close it' as discarding the founder's own fix of outdated code with no staleness or red-check evidence, and 'Leave the brake on' as keeping a zombie brake. Its ONE caveat was 'verified at 24be3309190; if the PR head has moved, this read does not transfer' — I re-read the head just now and it is STILL 24be3309190, so the caveat is satisfied rather than needing a fresh ruling, and I re-measured the 28/0-executable split myself instead of citing it. Fable also ruled the ROUTING of the predecessor block (receipt f95eb9eee, high/high both passes), including that 'the condition is met' and 'merge it' must stay SEPARATE verdicts. Not passed as --fable-receipt because that block is resolved and a resolved receipt is refused.
